Surging Troops, Falling Numbers

Here we are, rapidly approaching that point at which we were to start seeing results from the so-called "surge" Dubya pushed so hard for early this year. What I want to know is this (well, I want to know a lot of things, but a project I am pursuing reminded me of this one): What happened to the troop drawdowns Rummy announced in the waning days of 2005?
